The Need for Restructuring of Authorities in Eastern and Central Europe

This article discusses why Eastern and Central Europe need to restructure their public transportation authorities to better manage this sector. The scarcity of public funds is making the financing of public transportation service difficult for public transit authorities. The challenge is made greater by European Union regulations that set up a framework for funding guidelines and public procurement within public transport organizations. It has become evident that the operation of effective public transport in cities and regions needs both well-established and efficient operators, as well as knowledgeable, experienced and committed authorities. The public transport authorities in Western Europe have by now had more than a decade to adapt themselves to the new requirements through improved internal organization and restructuring, but the path for authorities in Eastern and Central Europe is more challenging and demanding given the shorter time frame. The challenges that Eastern and Central European authorities are facing are similar in nature, with the need for restructuring being a top priority.
