CONNECTICUT: CHOICES FOR ACTION--TRANSPORTATION

BROAD GOALS ARE DISCUSSED WITH REFERENCE TO BOTH PEOPLE AND GOODS MOVEMENT. GENERAL CRITERIA FOR TRANSPORTATION PLANNING OF TRAFFIC, ENGINEERING, LAND USE, AND FINANCING ARE DEVELOPED FOCUSING PARTICULARLY ON THE ROLE OF TRANSPORTATION IN PROMOTING OBJECTIVES AND PROGRAMS. HIGHWAY TRANSPORTATION NEEDS ARE DISCUSSED WITH REFERENCE TO DEMAND VOLUME, PROJECTED FUTURE DISTRIBUTIONS OF PEOPLE AND AUTOMOBILES, TRAFFIC DISTRIBUTION, FUTURE HIGHWAY NETWORKS, WEEKEND DEMAND VOLUME, GOODS MOVEMENT, AND BUS AND TRUCK FACILITIES. IT IS CONCLUDED THAT INCREASING HIGHWAY USAGE WILL REQUIRE SUBSTANTIAL NEW CONSTRUCTION AND IMPROVEMENT OF EXISTING FACILITIES. NON-HIGHWAY TRANSPORTATION NEEDS ARE DISCUSSED WITH REFERENCE TO RAILROAD TRANSPORTATION, AIRCRAFT AND AIRLINES OPERATIONS, WATERBORNE TRANSPORTATION, AND PETROLEUM PIPELINES. ALTHOUGH GENERAL RAILROAD SERVICE REFLECTS THE NATIONAL TREND OF RIDERSHIP DECLINE AND SERVICE EROSION, DEMANDS FOR PEAK-HOUR COMMUTER SERVICE INTO NEW YORK CITY HAVE INCREASED. OTHER NON-HIGHWAY MODES ALL MANIFEST CONSISTENTLY EXPANDING PATRONAGE AND CONSEQUENT REQUIREMENTS FOR EXPANSION TO SATISFY DEMAND. RELEVANT STATISTICAL MATERIAL IS INCLUDED. THE REPORT STRESSES THE NEED FOR COORDINATED TRANSPORTATION PLANNING AMONG DIFFERENT GOVERNMENTAL JURISDICTIONS. FOUR PLANNING ALTERNATIVES FOR PASSENGER TRANSPORTATION ARE DISCUSSED BRIEFLY: TREND PROJECTION, LINEAR CONCENTRATION, MULTIPLE URBAN CENTERS, AND "PLANS COMPOSIT". /UMTA/
