STATE ADMINISTRATION AND PUBLIC TRANSPORTATION /IN PORTUGUESE/

A HISTORY OF PUBLIC SERVICE VEHICLES AND THE ADMINISTRATIVE PROCEDURES THAT EVOLVED PARALLEL WITH THEM ARE PRESENTED. STATE ADMINISTRATION OF PUBLIC TRANSPORTATION FOLLOWED HIGHWAY PROGRESS TO GIVE BETTER SERVICES TO THE COMMUNITY. PUBLIC TRANSPORTATION MAY BE URBAN TRANSPORTATION OR HIGHWAY TRANSPORTATION; THE NATIONAL HIGHWAY CODE SPECIFIES MUNICIPAL, INTERMUNICIPAL, INTERSTATE AND INTERNATIONAL PUBLIC TRANSPORTATION, AND AUTHORIZES SERVICE FOR EACH CORRESPONDING EXECUTIVE UNIT OF THE FEDERATION. BY THE PRESENT LAWS THE STATE INTERFERES TOO MUCH IN THE PUBLIC TRANSPORT SERVICES; IT IS FELT THAT THE CONCESSION SYSTEM WOULD WORK BETTER FOR PRIVATE ENTERPRISE. THE MEDIUM AND LITTLE ENTERPRISES WOULD THEN BE PROTECTED BY THE LABOR UNIONS WITHOUT STATE INTERFERENCE. FISCALIZATION IN PUBLIC TRANSPORT IS NOT EASY AND WOULD IMPROVE WITH BETTER COMMUNICATION SYSTEMS BETWEEN THE CENTRAL OFFICES, THE REGIONAL ONES, AND THE TERMINALS. TERMINALS MUST BE STATE PROPERTY AND ADMINISTRATED BY THE STATE. THE CREATION OF A PUBLIC TRANSPORT DEPARTMENT SUBORDINATED TO THE STATE TRANSPORT SECRETARY, IS SUGGESTED. /RRI/
