REQUEST FOR REVIEW COMMENTS ON ENVIRONMENTAL GUIDELINES

THESE GUIDELINES WERE PREPARED BY FHWA IN RESPONSE TO THE 1970 FEDERAL-AID HIGHWAY ACT, WHICH REQUIRES ALL PROJECTS FUNDED THROUGH THE ACT TO ADEQUATELY CONSIDER ECONOMIC, SOCIAL AND ENVIRONMENTAL EFFECTS. THE REQUIREMENTS OF AN ACTION PLAN ARE OUTLINED. POLICY MUST BE MADE IN THE BEST OVERALL PUBLIC INTEREST, TAKING INTO CONSIDERATION TRANSPORTATION NEEDS, PUBLIC SERVICES, AND THE COSTS OF ELIMINATING OR MINIMIZING ADVERSE IMPACTS. THE CONSIDERATIONS, PROCEDURES, AND CONTENTS THAT SHOULD GO INTO THE PLAN ARE LISTED. THE CONDUCT OF TECHNICAL STUDIES IS OUTLINED: IDENTIFICATION OF ENVIRONMENTAL EFFECTS, CONSIDERATION OF ALTERNATIVE COURSES OF ACTION, INVOLVEMENT OF OTHER AGENCIES AND THE PUBLIC, SYSTEMATIC INTERDISCIPLINARY APPROACH, IDENTIFICATION OF THE DECISION- MAKING PROCESS, AND INTERRELATING OF SYSTEM AND PROJECT DECISIONS. IMPLEMENTATION OF THE ACTION PLAN MUST RECOGNIZE FISCAL, LEGAL, AND STAGING RESPONSIBILITIES.
