MULTIPLE MODE TRANSPORTATION NEEDS AND THE FUTURE HIGHWAY PROGRAM

IN REMARKS MADE BY JAMES O. GRANUM, OF THE HIGHWAY USERS FEDERATION, THE BALANCE BETWEEN STATE AND FEDERAL FUNDING IN URBAN AREAS IS CONSIDERED. ADVANCED RIGHT-OF-WAY ACQUISITION, HIGHER FEDERAL MATCHING RATIOS, AND FEDERAL AID BEYOND MATCHING FUNDS TO ATTAIN SELECTED GOALS ARE URGED. A SPECIAL STUDY WAS COMMISSIONED BY THE FEDERATION TO DEVELOP A RATIONAL METHODOLOGY FOR APPORTIONMENT OF FUNDS AMONG STATES AND AMONG PROGRAMS.
