PRESIDENT CASTELLO FREEWAY

THE "PRESIDENT CASTELLO BRANCO FREEWAY," ALSO KNOWN AS THE FREEWAY OF THE WEST, WILL SPAN 570 KM OF THE STATE OF SAN PAULO, HAVING AS ITS AREA OF INFLUENCE OF NORTHERN PART OF THE STATE OF PARANA, THE STATE OF SAN PAULO, AND THE SOUTHERN REGION OF THE STATE OF MATO GROSSO. IN THE FUTURE IT WILL BE EXTENDED INTO PARAGUAY BY FEDERAL HIGHWAY BR-267. THE FREEWAY WAS PLANNED FOR AN ADT OF 40,000 VEHICLES OVER THE NEXT 20 YEARS. MAXIMUM SPEED IS 120 KM/HR IN THE PASSING LANE. THE FREEWAY HAS NO LOCAL ACCESS EXCEPT THROUGH CLOVERLEAFS AND BRANCHES. THERE WILL BE NO COMMERCIAL ESTABLISHMENTS WITHIN THE 120 M OF ITS RIGHT-OF-WAY. INITIAL DESIGN WAS BASED ON A SOCIAL AND ECONOMIC SURVEY OF THE REGION AND ON TRAFFIC MEASUREMENT AND DEMAND. FACTORS CONSIDERED INCLUDED PRESENT REGIONAL TRAFFIC VOLUME, ANTICIPATED TRAFFIC GENERATION, NORMAL TRAFFIC INCREASES, PEAK HOUR VOLUME, AND MEANS OF HANDLING AREAS OF UNUSUALLY HIGH ANTICIPATED VOLUME. INDICES OF THE BPR AND AASHO WERE EMPLOYED IN THE DESIGN. THE PRINCIPAL REASON FOR CREATING THE FREEWAY WAS THE INADEQUACY OF THE EXISTING ROAD SYSTEM TO HANDLE THE REGION'S ECONOMIC GROWTH. ITS INDUSTRIES ACCOUNT FOR 12% OF THE INDUSTRIAL PRODUCTION OF BRAZIL, MATO GROSSO IS AN IMPORTANT CATTLE-BREEDING AREA, AND THE REGION IS OF GREAT AGRICULTURAL IMPORTANCE. THE FREEWAY WILL FACILITATE THE MOVEMENT OF RAW GOODS TO THE REGION'S INDUSTRIAL AREAS AND THE FLOW OF MANUFACTURED PRODUCTS TO THE ROAD'S AREA OF INFLUENCE. AMONG OTHER DIRECT BENEFITS OF THE NEW HIGHWAY ARE LOWER COSTS OF TRANSPORTATION, INCLUDING OPERATIONAL TIME AND RISK COSTS, AND SOCIAL AND ECONOMIC IMPACT (37% OF THE POPULATION OF THE STATE OF SAN PAULO LIVES IN THE FREEWAY'S AREA OF INFLUENCE). INDIRECT BENEFITS INCLUDE INCREASES IN REGIONAL PRODUCTIVITY, IMPROVEMENT OF THE LIVING STANDARD, ACCESS TO OTHER MARKETS, ACHIEVEMENT OF ECONOMIES OF SCALE, AND INCREASE IN LAND VALUE ALONG THE RIGHT-OF-WAY. /RRI/
