REGIONAL ECONOMY AND THE MASTER PLANS

A SUMMARY PRESENTATION WAS MADE OF THE REGIONAL ECONOMIC STUDY WITHIN THE FRAMEWORK OF BENEFIT COST ANALYSIS. RECOGNIZING THAT SUCH ANALYSIS IS USED FOR THE SELECTION OF ROAD PROJECTS AND IN ORDER TO MINIMIZE SUBJECTIVE CRITERIA IN THE SCALE OF PRIORITIES, A CRITICAL EVALUATION OF THE METHOD WAS MADE TO SHOW THAT IN SOME CASES ITS APPLICATION IS UNSATISFACTORY. THE REGIONAL ECONOMIC STUDY AND THE CONSIDERATION OF THE GENERATED TRAFFIC FORCIBLY IMPOSE RESTRICTIONS ON THE EVALUATION OF PIONEER OR FEEDER ROAD PROJECTS. SUCH PROJECTS ARE OF A DIFFERENT NATURE FROM TRUNK ROADS PROJECTS. SINCE THEY ARE DISSIMILAR DIFFERENT CRITERIAL OF EVALUATION MUST BE USED TO DEVELOP A SCALE OF PRIORITIES FOR ROAD PROJECTS. THIS SCALE MUST THEREFORE BE DRAWN UP PARALLEL TO AND CORRESPONDING TO COMPLEMENTARY PLANNING LEVELS. SOME IMPORTANT POINTS TO BE CONSIDERED IN PLANNING FEEDER ROADS, WHETHER RURAL OR FOR COLONIZATION, WHICH INHIBIT THE EXPANSION OF TRAFFIC ON TRUNK ROADS, ARE PRESENTED. ITEMS DEVELOPED INCLUDE: REGIONAL MASTER PLAN AND PROGRAM; REGIONAL ZONING OF THE PROGRAM; TRAFFIC ZONES AND POLARIZING EFFECTS; DETERMINATION OF TRAFFIC FLOW; TRUNK ROAD AND PLOARIZED REGIONS; FEEDER ROAD AND HOMOGENOUS REGION; TRAFFIC GENERATION CAPACITY OF A TRUNK ROAD; BENEFIT COST ANALYSIS AND THE POLARIZATION PHENOMENON; AND LIMITATIONS IN THE USE OF THE BENEFIT COST ANALYSIS. /RRI/
