Delivering sustainable low carbon travel - an essential guide for local authorities

It is suggested that sustainable travel initiatives can have the added benefit of contributing to other local objectives as well as to decarbonising transport. This guide seeks to complement statutory Local Transport Plan guidance by providing support for developing a sustainable business casebased on the latest evidence and good practice from around the UK. The objectives of sustainable travel are discussed with three main areas identified: creating positive choices for travellers, the need for a holistic package of measures and the need to tailor schemes to local circumstances. Early results from a number of Demonstration Towns are noted. The importance of a robust business case with the involvement of other members of theauthority is considered. Methods of securing funding are discussed including the use of innovative approaches and working with other partners in the community. Of particular importance is a well-motivated team with strong leadership, a senior management champion and good stakeholder management. Robust monitoring and evaluation of results is also considered to be essential.
