1970 NATIONAL HIGHWAY NEEDS REPORT

SENATE JOINT RESOLUTION 81 PROVIDES THE MANDATE FOR THE NATIONAL HIGHWAY NEEDS REPORTS AND IS QUITE BROAD IN THIS REQUIREMENT CALLING FOR REPORTS ON ESTIMATES OF THE FUTURE HIGHWAY NEEDS OF THE NATION. THE INDIVIDUAL PLANS AND PROJECTIONS OF STATE AND LOCAL GOVERMENTS ARE SUMMED IN THIS BIENNIAL REPORT. INCLUDED IS A REPORT ON THE FUNCTIONAL CLASSIFICATION OF THE 1968 NATIONAL HIGHWAY NETWORK FOR WHICH FIELD STUDIES WERE RECENTLY COMPLETED. ONLY THE PRELIMINARY FINDINGS OF THE CLASSIFICATION STUDY ARE PRESENTED BECAUSE OF TIME NECESSARY TO ANALYZE THE RESULTS OF THE FIELD STUDIES. OPTIMAL USE OF ENVIRONMENTAL RESOURCES HAS BEEN PROMOTED BY THE FEDERAL HIGHWAY ADMINISTRATION BY THE CONCEPTS OF JOINT DEVELOPMENT AND MULTIPLE LAND USE. THE PROBLEMS OF DEFINING AND IDENTIFYING HIGHWAY NEEDS ARE DISCUSSED. EFFORTS ARE UNDERWAY TO DEVELOP A METHOD OF DETERMINING TOTAL HIGHWAY CAPITAL IMPROVEMENT NEEDS IN SUCH A WAY THAT THE RESULTING RATE OF RETURN ON HIGHWAY INVESTMENT COULD BE MEASURED AND COMPARED WITH THE RATE OF RETURN REALIZED ON OTHER COMPETING NON HIGHWAY INVESTMENTS. THE DETERMINATION OF PRIORITIES AMONG VARIOUS HIGHWAY NEEDS CAN BE DETERMINED ON THE BASIS OF A COST-BENEFIT ANALYSIS AMONG A LIMITED NUMBER OF ALTERNATIVES. PROGRESS IS REVIEWED OF THR INTERSTATE HIGHWAY SYSTEM CONSTRUCTION. GUIDELINES ARE BEING DEVELOPED FOR A DETAILED HIGHWAY NEEDS ESTIMATE FOR URBAN AND RUAL AREAS OF THE NATION TO GIVE AN INDICATION OF THE SCALE OF TRANSPORTATION INVESTMENT THAT MIGHT BE NEEDED OVER THE NEXT TWENTY YEARS. A SUMMARY IS PRESENTED OF STATE, LOCAL, AND FEDERAL REVENUES IN CONJUNCTION WITH A STATUS REPORT ON THE HIGHWAY TRUST FUND. COSTS OF COMPLETING THE INTERSTATE SYSTEM APPEAR TO BE NEARLY 170 BILLION OF INDICATED CONSTRUCTION NEEDS AS ESTIMATED BY THE STATES ON THE REMAINING FEDERAL AID SYSTEMS.
