INTEGRATED OPERATIONS SYSTEM

A SYSTEMS APPROACH IS APPLIED TO THE DESIGN, DEVELOPMENT AND IMPLEMENTATION OF AN INTEGRATED OPERATIONS SYSTEM (IOS) FOR THE WISCONSIN HIGHWAY DEPARTMENT TO PROVIDE AN IMPROVED LEVEL OF SERVICE TO THE USERS OF WISCONSIN HIGHWAYS. THE GOAL OF THE IOS IS TO ACHIEVE OPTIMUM UTILIZATION OF MEN, MONEY, MACHINES AND MATERIALS. IT WAS ESTABLISHED THAT GOALS FOR WISCONSIN HIGHWAY WORK REQUIRE 5 MAJOR PERFORMANCE FUNCTIONS: (1) PROJECT DEVELOPMENT, (2) LAND ACQUISITION, (3) CONSTRUCTION, (4) TRAFFIC MARKING AND SIGNING, AND (5) MAINTENANCE. THE PROJECT DEVELOPMENT SYSTEM WILL BE A DECISION-MAKING SYSTEM CONSISTING OF SIX SUBSYSTEMS: (1) LONG-RANGE PLANNING, (2) DESIGN INVESTIGATION, (3) PRELIMINARY DESIGN, (4) DESIGN REVIEW, (5) FINAL DESIGN, AND (6) PRECONTRACT ADMINISTRATION. THE MAJOR TECHNICAL SUPPORT SYSTEM IS THE HIGHWAY NETWORK DATA AND INFORMATION SYSTEM WHICH WILL HAVE THE RESPONSIBILITY FOR COLLECTING, PROCESSING, STORING AND DISPLAYING DATA AND INFORMATION FOR ALL PUBLIC ROADS IN WISCONSIN. THIS SYSTEM, EMPLOYING STATE PLANE COORDINATES, WHEN LINKED WITH A COMPUTER PLOTTER, WILL PROVIDE GRAPHIC PORTRAYALS OF HIGHWAY DATA. HANDBOOKS ARE PRESENTED ON AERIAL PHOTOGRAPHY AND KELSH PLOTTERS, GEODIMETER, COORDINATOGRAPH, AND REFERENCE POINT SIGNING. WISCONSIN WILL REFERENCE POST ITS STATE TRUNK HIGHWAYS AT PRINCIPAL LANDMARKS SELECTED WITH AN ORDER OF PRIORITY. THE MAJOR FINANCIAL SUPPORT SYSTEM IS THE FINANCIAL OPERATING SYSTEM WHICH WILL PROVIDE THE FINANCIAL AND BUDGET INFORMATION NECESSARY TO PLAN AND CONTROL FUNCTIONS. BASIC HARDWARE FOR THE IOS IS A HIGHSPEED, LARGE STORAGE COMPUTER - A SYSTEM 360 MODEL 50. FLOW CHARTS ARE PRESENTED FOR MOST OF THE OPERATIONS PLANNING.
