RATINGS FOR HIGHWAY IMPROVEMENT PROCEDURAL MANUAL

THIS MANUAL WAS PREPARED PRIMARILY FOR THE USE OF FIELD AND OFFICE PERSONNEL CHARGED WITH THE RESPONSIBILITY OF ASSEMBLING THE BASIC DATA AND ACCOMPLISHING THE DATA PROCESSING FOR THE ANNUAL CONDITION RATINGS OF THE RURAL FEDERAL-AID PRIMARY AND SECONDARY SYSTEMS. IT SETS FORTH THE STANDARDS THAT GUIDE FIELD EVALUATION, THE PROCEDURE FOR APPLYING TRAFFIC DATA, CODING INSTRUCTIONS, THE NECESSARY COMPUTATIONS, AND DESCRIPTIONS OF THE IBM PROGRAMS WITH INPUT AND OUTPUT DATA AS WELL AS THE REQUIRED LISTINGS. THE MANUAL INTEGRATES THE EXPLANATIONS AND INSTRUCTIONS FOR THE RATING PROCESS FOR BOTH PRIMARY AND SECONDARY SYSTEMS AND THEIR SUBDIVISIONS - INTERSTATE ROUTES, ALL OTHER PRIMARY ROUTES, SECONDARY ARTERIAL ROUTES, AND THOSE SECONDARY ROUTES DEVOTED TO LOCAL SERVICE. THE ANNUAL REPORTS OF THE RATINGS OF BOTH SYSTEMS ARE DESIGNED TO GIVE AS MUCH ASSISTANCE AS POSSIBLE TO THE ALL-IMPORTANT ADMINISTRATIVE RESPONSIBILITY FOR SELECTING PROJECTS FOR IMPROVEMENT TO COMPOSE AN ORDERLY, LONG-TERM PROGRAM. THE REQUIREMENTS OF THE REPORTS HAVE DICTATED THE ARRANGEMENT AND DETAILS OF DATA TO BE PROVIDED BY THE COMPUTER PROGRAMS WHICH ARE OUTLINED.
