Common Design Principles for Road Pricing: Don’t Reinvent the Wheel

Each road pricing scheme is unique in some way, but they share many common principles and elements of scheme design. This paper argues that the development of common collateral can save time and money for individual schemes, as well as improve the chances of successful operation. It reports on work that has developed common design principles – from key definitions to business models – for use by any prospective pricing schemes. The authors have been advising the UK Department for Transport as Road Pricing Chief Technical Architect and Road Pricing Design Lead.
