COST-EFFECTIVENESS OF PHOTOLOGGING

THE COSTS OF PHOTOLOGGING ARE EASILY ESTIMATED ONCE A HIGHWAY AGENCY HAS DECIDED UPON THE SYSTEM SPECIFICATIONS. FOR EXAMPLE, ESTIMATED COSTS OF PHOTOLOGGING SHOULD BE ABOUT $7.30 PER ONE-WAY MILE FOR 16 MM AND $8.40 PER ONE- WAY MILE FOR 35 MM, INCLUDING THE COST OF EQUIPMENT, FILM AND PROCESSING AND PERSONNEL. THE USES OF THE PHOTOLOG ARE MANY AND VARIED, AND FARILY WELL DOCUMENTED; BUT, TRANSLATING THE BENEFITS FROM THESE USES INTO DOLLARS SAVED IS, AT BEST, CONJECTURAL. BUT, IN THE TWO STATES WHERE DOLLAR SAVINGS HAVE BEEN ESTIMATED, THE LIMITED INFORMATION INDICATES THAT THE HIGHWAY PHOTOLOG IS A COST-EFFECTIVE TOOL. IT IS IMPORTANT THAT PHOTOLOGGING BENEFITS BE EVALUATED SO THAT POTENTIAL USERS CAN DECIDE WHETHER FUTURE INVESTMENTS IN PHOTO-OPTICAL INSTRUMENTATION ARE JUSTIFIED. /AUTHOR/
