THE METHODS OF COST-EFFECTIVENESS ANALYSIS AND TRADITIONAL BENEFIT-COST ANALYSIS ARE COMPARED. THE MOST SIGNIFICANT DISTINCTION LIES IN THE CONSIDERATION OF A TARGET: BENEFIT- COST ANALYSIS HAS A RIGID, INCOMPLETE AND NON-DIFFERENTIATED TARGET IN THE FORM OF ECONOMIC EFFICIENCY, WHEREAS IN COST- EFFECTIVENESS ANALYSIS THE TARGET DEPENDS ON THE PROBLEMS.
