ECONOMIC CRITERIA FOR THE MAINTENANCE, MODIFICATION OR CREATION OF PUBLIC TRANSPORT SERVICES WHICH MAY NOT NECESSARILY BE PROFITABLE. PART 2: TRANSPORT OUTSIDE TOWNS (PASSENGERS AND FREIGHT)

A SUBSIDY SHOULD BE PAID TO AN UNREMUNERATIVE TRANSPORT FACILITY IF THERE IS A NET PRESENT VALUE OF SOCIAL BENEFIT, AFTER DISCOUNTING AT THE CURRENT RATE, AND IN THE ABSENCE OF FINANCIAL RESTRAINTS. HOWEVER, CALCULATION OF THE BENEFITS IN A MONETARY FORM AND OF THE REAL OPERATING COSTS, INCLUDING EXTERNAL COSTS, AND THEN PROJECTION OF THESE FACTORS TO THE PLANNING PERIOD, ARE NOT SIMPLE. PRICING POLICY POSES ANOTHER DIFFICULTY. THE PRESENT PAPER IS AN APPROACH TO THIS PROBLEM, WHICH IS DEALT WITH IN THREE SECTIONS, CORRESPONDING TO THE INTERCONTINENTAL, THE EUROPEAN, AND THE DANISH TRANSPORT NETWORKS. THESE THREE SECTIONS ARE PRECEDED BY AN OVERVIEW OF TRANSPORT CHARACTERISTICS FOR VARIOUS MODES (CAPACITY, TECHNICAL COSTS, SOCIAL COSTS, AND TRANSPORT COSTS IN INDUSTRY) AND BY AN INTRODUCTION TO VARIOUS KINDS OF TRANSPORT MODELS. HYPOTHETICAL AND PRACTICAL EXAMPLES OF THE APPROACH ARE GIVEN. THE STUDY CONCLUDES WITH A BRIEF LOOK AT THE IMPLICATIONS OF THE WORLDWIDE TREND TOWARD URBANIZATION WITH RESPECT TO TRAVEL PATTERNS.
