Infrastructure Recovery Initiatives: A Retrospective Assessment

The final section applies some of the lessons learned to recent disasters in the United States, notably the post-hurricane situation in New Orleans, covering planning for the recovery operation, organization and staffing, project management, contracting, budget control, and leadership and partnership. The author concludes that the key elements of success are found from the well-organized and systematic approach to program and project management, tight fiscal and budgetary control, abundant accurate information about the program status, and the direct involvement of the owner of the facilities throughout the progress of the repair operations. The author laments the lack of learning from previous experiences with disaster recovery and provides recommendations for a regional crisis recovery system for the United States based on prior military recovery successes.
