Intermodal Transportation Security Technology

This chapter on intermodal transport security technology is from a textbook that presents an interdisciplinary approach to the issue of global preparedness from a transportation perspective. The author first provides an overview of the rationale and basis for pursuing cargo container security, the presents an historical and economic foundation as a justification for intensifying maritime security. The next section of the chapter reviews selected initiatives, designed to help achieve greater supply-chain security, including the Customs-Trade Partnership Against Terrorism (C-TPAT), the Container Security Initiative (CSI), the 24-Hour Advance Manifest Rule, the Automated Targeting System (ATS), the 100% Screening Requirement, and the Secure Freight Intiative (SFI). The remainder of the chapter focuses on the various methods and technologies being developed to support intermodal transportation security, including container tracking technologies that use radio frequency identification (RFID) tags, satellite communications technology, and maritime piracy technology, such as the Sea Sentinel system. The author reminds readers that containerized transport involves a number of handoffs, with many complex interactions between manufacturers, shipping lines, ports, marine vessels, dray operators, and a host of other players along the transport line. The primary feature that electronic container tracking presents is a reliable audit train, so the end-users and shippers can follow the entire supply chain. The author concludes that intelligent containers are now available that can provide information automatically on movement of cargo from origin to destination as well as detect, record, and transmit surreptitious breaches into a sealed contained destined for a United States port of entry.
