THE PRICING STRUCTURE FOR CAR PARKING

THE AUTHOR SUGGESTS THE PRINCIPAL CRITERIA TO BE USED BY LOCAL AUTHORITIES IN DESIGNING A PRICE STRUCTURE FOR CAR PARKING. IT IS RECOMMENDED THAT: (1) TO MAINTAIN ACCESSIBILITY TO, AND MOBILITY IN TOWN CENTERS, TRAFFIC RESTRAINT BE EXERCISED BY MEANS OF AN APPROPRIATE PARKING PRICE-STRUCTURE; (2) PRIORITIES BE ESTABLISHED CONCERNING THE USE OF CURBSIDE PARKING, AND THE PRICE SYSTEM USED TO ENSURE THAT ABOUT 15% OF SHORT AND MEDIUM-TERM SPACES ON THE ROAD ARE AVAILABLE AT ANY TIME; (3) ON- AND OFF-STREET PARKING FACILITIES COMPLEMENT EACH OTHER; (4) IF A LOCAL AUTHORITY WISHES PRIVATE ENTERPRISE TO PROVIDE OFF-STREET FACILITIES, THE PRICING STRUCTURE BE SUCH THAT THE PRIVATE DEVELOPER CAN FORESEE A RETURN ON HIS CAPITAL; AND (5) SPECIAL PRIVILEDGE PRICE RATES BE OFFERED TO LOCAL RESIDENTS IN THE CENTRAL AREAS OF TOWNS AND CITIES. /TRRL/
