SOME PROBLEMS IN THE EVALUATION OF URBAN ROAD INVESTMENTS

EVALUATION METHODS ADOPTED IN THE LONDON TRANSPORTATION SURVEY ARE DISCUSSED WITH A VIEW TO DRAWING UP CRITERIA FOR THE EVALUATION F URBAN ROAD INVESTMENTS. REFERENCE IS MADE TO THE TASK OF FORECASTING THE TRAFFIC WHICH WILL USE THE TRANSPORT SYSTEM AFTER ITS COMPLETION, AND TO THE PROBLEM OF SHIFTING DEMAND CURVES. THE PRICING OF JOURNEYS, CONGESTION LEVIES, TAXATION POLICIES, SPEEDS, AND VEHICLE OPERATING COSTS ON A ROAD NETWORK ARE DISCUSSED. /TRRL/
