The Distance-Based Charging Project in the Netherlands
By the end of 2008, the Dutch government started public procurement for distance based charging for all vehicles on all roads (‘Kilometer Price’). The scheme will replace existing ownership and one-off taxes. A first step is planned for 2011 and should include HGV above 3.5 tons. By 2017 all passenger cars are to be included in the scheme. The tariff will depend on time and place as well as vehicle characteristics. Procurement and preparations for certification of equipment and service providers to be included in the scheme started by the end of last year.
