ICAO: Recent Accomplishments and Challenges Ahead

The author of this article (Paragraph No. 25,251) writes that with 188 member States, the International Civil Aviation Organization's (ICAO's) agenda has significantly expanded since the adoption of the Chicago Convention in 1944. The ICAO, an agency of the United Nations, is the only "global forum" and internationally recognized body charged with the establishment of global technical standards and recommended practice for international civil aviation. As a result of 9/11, the author writes, aviation security has become a top priority of the organization. New international security standards such as hardening of cockpit doors have been adopted. In addition, a universal security audit program has been established and is now underway to audit States' compliance with the international standards. The author notes that safety has always been ICAO's core mission, citing the recent adoption of a standard for English proficiency as one of the most important safety standards embraced by the agency. It addresses the critical problem of miscommunication between pilots and controllers, which has been the cause of a number of accidents. Two recent agreements have been important ICAO undertakings. The U.S. ratification of the Montreal Convention and the entering of the Convention into force in November 2003 are historic steps in the modernization of the outdated Warsaw liability regime. The Cape Town Convention, now awaiting ratification by States, presents an historic opportunity for both developed and developing states by facilitating aircraft financing. In view of the many new and expanded activities ICAO is being asked to undertake by its member States, the agency currently is prioritizing tasks and managing its limited resources to meet the global challenges of aviation safety and security.
