Climate Change and Sustainable Development: The Quest for Green Communities

This article discusses the role of local government in mitigating climate change. Local governments have significant authority to regulate land use and building construction. This authority can be coordinated with the roles and responsibilities of state and federal governments to manage climate change and achieve sustainable development. The author recommends a reflexive governance approach to climate change management. This would allow local governments to employ a variety of strategies that best suit local conditions and capacities to mitigate climate change by reducing carbon dioxide emissions. The proposed American Clean Energy and Security Act of 2009 is discussed in terms of how it will change current state and local energy efficiency code enforcement, and how this bill can be reshaped to reflect a more reflexive approach.
