Rewriting the Rules of Engagement

An integrated public transportation system is being planned by the City of Cape Town, South Africa with the aim of overhauling and expanding existing public transportation services as part of the National Department of Transport's Integrated Rapid Public Transport Network (IRPTN) program. The growing reliance on private automobile travel in Cape Town would be addressed by its IRPTN - the Integrated Rapid Transit system, or IRT - by offering competitive alternatives. The stakeholder engagement component of Cape Town's IRT project remains substantially unresolved, although the infrastructure and operational components appear to be largely on track. The author argues that the likelihood of a successful outcome is limited unless the engagement process is refocused. An insert defines paratransit.
