Successfully Applying Public-Private Partnerships for Sustainable Road Systems

Design, Build, Finance and Operate roads were popularized by the English Highways Agency with its first implementation of one, the A69 Carlisle-Newcastle, in 1995 under the Private Finance Initiative. Finland and Portugal were two European nations to very quickly copy this then novel concept for delivering new roads or, more correctly, road services. More widely known now as public-private partnership (PPP) roads, they have been explored or implemented by road agencies across the globe, including Mexico, Spain and the Philippines. The authors discuss private financing in PPPs, maximizing PPP benefits, and some lessons for conventional delivery of road services.
