Open Road Tolling and Enforcement Strategies and References

Open Road Tolling (ORT) requires careful system design to enable efficient and complete collection of road tolls in free flowing traffic at standard speed level. The first prerequisite is a fully functioning automatic electronic tolling system with integrated enforcement, but even more important is the perception of the user that paying the toll cannot be avoided – on the contrary, trying to defeat the system is leading to severe penalties. We present an overview of best-practice solutions for enforcement in several ORT systems.
