A tool allowing the follow up assessment of the implementation of Local Transport Plans (LTP)

Since 1996 Walloon cities have been elaborating their local transport plan (LTP). Today, many of these LTP are being implemented. Their realization requires the completion of a series of actions in order to reach the objective set. To this end, the Walloon Administration of Transport and Equipment assigned the research bureau ISIS and the Belgian Road Reasearch Centre to develop a tool allowing the follow up of LTP and a second tool allowing the assessement of LTP. The study started in 2004 and will last until 2007. It is carried out in collaboration with four pilot cities of the Walloon Region namely Namur, Saint-Ghislain, Mouscron and Tournai. The objective of this study is twofold : to offer the cities and the General Direction of Transport of the Ministry of Transport and Equipment a tool helping to take decisions; and to write a methodological guide allowing other cities and the General Direction of Transport of the Ministry of Transport and Equipment to use and to develop this tool. These follow up and assessment tools should help the cities in their daily management of the LTP, this means in giving an answer to the following questions : Have the recommended actions beens launched? Have the principles been applied and if not, why? What are the impacts of the undertaken actions in connections with the pursued objectives?
