REMARKS ON HIGHWAY ECOMONY

THE STATE OF THE ART IS DISCUSSED IN RELATION TO THE ENVIRONMENT. ECONOMIC ANALYSIS CAN HELP IN THE COMPLEX DECISION-MAKING THAT IS INVOLVED BY TAKING INTO ACCOUNT ALL OF THE CONDITIONS THAT MUST BE CONSIDERED IN THE DESIGN AND LOCATION OF HIGHWAY IMPROVEMENTS. THERE MUST BE COSTING, ON A FULL BASIS AND ON A MARGINAL AND INCREMENTAL BASIS, AS WELL AS BENEFIT CONSIDERATION INCLUDING MEASUREMENT WHEN POSSIBLE AND RANKING OR OTHER EVALUATION WHEN NECESSARY. BASIC CONSIDERATIONS OF COST-EFFECTIVENESS ANALYSIS ARE REVIEWED. HIGHWAY ECONOMY SHOULD BE APPLIED TO ANALYSIS OF THE FOLLOWING FACTORS: (1) ROUTE LOCATION, (2) GEOMETRICS AND OTHER DESIGN CONSIDERATIONS, (3) MATERIALS AND TYPE OF DESIGN, (4) TRAFFIC OPERATIONS AND CONTROLS, (5) MODERNIZATION OF HIGHWAYS AND IMPROVEMENTS, (6) STAGE CONSTRUCTION, (7) MANAGEMENT POLICIES, (8) EQUIPMENT AND OPERATION, AND (9) HIGHWAY TAXATION AND FINANCE. HIGHWAY ECONOMY IS A VALUABLE AND ESSENTIAL TOOL IN THE DECISION-MAKING PROCESSES OF HIGHWAY PLANNING AND MANAGEMENT.
