THE ECONOMIC ASSESSMENT OF ROAD IMPROVENT SCHEMES

RESULTS OF RESEARCH ARE PRESENTED INTO A NUMBER OF TOPICS THAT NEED CONSIDERATION FOR ECONOMIC ASSESSMENTS OF ROAD SCHEMES AND COMPARISONS OF ALTERNATIVES. MAIN CONCERN IS THE CHOICE BETWEEN POSSIBLE ROAD IMPROVEMENT SCHEMES IN ORDER TO MAXIMIZE THE OVERALL RETURN. THE RETURNS, CALCULATED BY THE METHODS GIVEN IN THIS PAPER, ARE BASED ON WHAT IS KNOWN AS COST-BENEFIT ANALYSIS. BASICALLY, THE ASSESSMENT CONSIDERS THE DIFFERENCE BETWEEN THE COST OF CARRYING OUT THE IMPROVEMENT AND THE BENEFITS ARISING FROM IT. THE BENEFITS ARE THE DIFFERENCES IN COST OF OPERATING WITH AND WITHOUT THE IMPROVEMENT; THEY WILL ACCRUE OVER A NUMBER OF YEARS, WILL USUALLY VARY FROM YEAR TO YEAR, AND WILL GENERALLY INCREASE AS TRAFFIC INCREASES THOUGH NOT IN DIRECT PROPORTION TO THE GROWTH IN TRAFFIC. THE METHODS WILL APPLY MAINLY TO RURAL AND SUBURBAN AREAS, ALTHOUGH THE PRINCIPLES ARE OF GENERAL APPLICATION PROVIDED THAT ALL THE EFFECTS OF THE IMPROVEMENT CAN BE CONSIDERED. THIS PAPER IS DIVIDED INTO TWO PARTS. IN THE FIRST PART, THE THEORY AND GENERAL PRINCIPLES, BOTH ECONOMIC AND ENGINEERING, ARE DISCUSSED. IN THE SECOND PART, THE RESULTS OF RESEARCH ARE SET OUT IN THE FORM OF A PROCEDURE FOR MAKING AN ASSESSEMENT. AS THEORY AND PRACTICE ARE INTERRELATED, THERE IS NECESSARILY SOME OVERLAP BETWEEN THE TWO SECTIONS. /AUTHOR/
