A COMBINED LINEAR AND DYNAMIC PROGRAMMING MODEL FOR INTERDEPENDENT ROAD INVESTMENT PLANNING

THE INTERDEPENDENCE IS ILLUSTRATED BETWEEN DIFFERENT ROAD INVESTMENTS. A NETWORK OF ROAD LINKS IS CONSTRUCTED AND THE TRAFFIC DEMAND IS DESCRIBED AS A RELATION BETWEEN TWO NODES IN THIS NETWORK. THE TRAFFIC DEMAND CAN BE MET THROUGH USE OF FLOWS ALONG CHAINS OF LINKS IN THE NETWORK. INVESTMENTS ARE VIEWED AS ACTIONS THAT OPEN NEW LINKS IN THE NETWORK. TO SOLVE THE NETWORK PLANNING PROBLEM, THE OVERALL SYSTEM IS DECOMPOSED INTO A NET OF NETWORK PROBLEMS, WHERE EACH NETWORK WILL REPRESENT THE ROAD SYSTEM IN ONE TIME PERIOD. INVESTMENTS CAN BE UNDERTAKEN ONLY AT 5-YEAR INTERVALS. THE ROAD NETWORK IS TAKEN AS FIXED IN EACH 5-YEAR TIME PERIOD. THE OPTIMAL OPERATION OF THE NETWORK DURING EACH TIME PERIOD CAN THEN BE FORMULATED AS A MULTICOMMODITY FLOW LINEAR PROGRAMMING PROBLEM. THE OVERALL OPTIMAL SOLUTION, INCLUDING THE DETERMINATION OF INVESTMENT TIME AND SIZE, IS THEN OBTAINED THROUGH DYNAMIC PROGRAMMING. THE ROAD INVESTMENT PLANNING MODEL CONSISTS OF TWO SEPARATE PARTS: (1) THE LINEAR PROGRAMMING MODEL OF OPTIMAL OPERATION OF EACH POSSIBLE ROAD NETWORK IN EACH TIME PERIOD, AND (2) THE DYNAMIC PROGRAMMING MODEL WHICH IS THE INVESTMENT PLANNING PHASE. THE DEVELOPED THEORY IS APPLIED TO A PRACTICAL CASE OF ROAD INVESMENT IN SOUTHERN SWEDEN. THIS COMBINED LINEAR AND DYNAMIC PROGRAMMING MODEL SEEMS TO BE FAIRLY EFFICIENT, AND AN OPTIMAL SOLUTION WAS OBTAINED FOR THE CASE STUDY AFTER ABOUT FOUR MINUTES OF COMPUTING TIME. WEAKNESSES POINTED OUT ARE THAT THERE IS NO POSSIBILITY OF PLANNING UNDER UNCERTAIN TRAFFIC DEMAND AND THE PLANNING IS ONE OF CENTRAL DECISION-MAKING WITHOUT CONSIDERATION OF THE CONTROL OF DRIVER'S CHOICE OF ROAD LINKS.
