National Road Database and ITS Development in Finland

The government of Finland has developed a national road database (Digiroad) to promote development of navigation, route planning and traffic guidance services to travellers and road users. Work on creating the database was started in 2001 and was completed at the end of 2004. The database contains information on the geometry, physical features and travel related characteristics of all roads. Major challenges during the project phase were data collection and ownership issues, promotion of the development of ITS services as well as licensing and pricing issues. Operational challenges have mainly concentrated around data quality improvement and systematic collection of customer feedback. The cost of developing Digiroad was 7 million Euro and the annual operational costs are approximately 1.4 million Euro. This paper presents an overview of the Finnish Digiroad project and highlights some experiences that have been gained during three years of operation of this nationwide database.
