VALUE ENGINEERING FOR HIGHWAY CONSTRUCTION

VALUE ENGINEERING IS AN OBJECTIVE, SYSTEMATIC METHOD OF OPTIMIZING THE TOTAL COST OF A FACILITY OR SYSTEM FOR A SPECIFIED NUMBER OF YEARS. TOTAL COSTS ARE THE ULTIMATE COSTS TO DESIGN, CONSTRUCT, AND MAINTAIN AND REPLACE A PROJECT FOR A SPECIFIED LIFE CYCLE. USING VE METHODS THIS OPTIMIZATION OF COSTS IS ATTEMPTED BY THE SYSTEMATIC DEVELOPMENT OF ALTERNATE PROPOSALS COVERING ISOLATED HIGH COST AREAS. A FULL-TIME VE PROGRAM IS A MEANS BY WHICH THE DESIGN COSTS CAN BE INCREASED A SMALL PERCENTAGE TO ENABLE A LARGER PERCENTAGE REDUCTION IN TOTAL COSTS. TO DATE, VALUE ENGINEERING PROGRAM FOR HARDWARE OR SYSTEMS DESIGN ORIENTED CONTRACTS HAVE RANGED FROM A 1-5 PERCENT REDUCTION IN TOTAL COSTS. /AUTHOR/
