Managing Highways Incidents - Minor to Major - Getting the Model Right

Advances in technology allow Highways Authorities to provide support for incidents on their network through sophisticated Control Room applications and systems. Resources at the scene can be equipped with state-of-the-art communications devices and rapid deployment capability. A missing factor is often the presence of trained and experienced personnel who not only have the confidence to manage all scenarios using the technology available to them, but are working with systems which give them the best in spatial awareness, and who can rely on a comprehensive and conclusive backdrop of policy, procedures and working practice advice and guidance, based on carefully modelled and tested control room frameworks. This paper discusses the ways in which the UK Highways Agency has moved to a new world of Motorway Incident Management and is acknowledging the need for more than just the delivery of best-of-breed communications technology to become efficient and effective.
