Adapting to Climate Change: The Public Policy Response - Public Infrastructure

Public infrastructure, vital to the seamless functioning of the United States, includes a variety of physical assets. This paper uses the phrase public infrastructure to include communications networks, waterworks and wastewater systems, electric power transmission and generation systems, public transit and transportation ports and facilities, highway and railroad networks, and gas and oil pipelines and related facilities. The goal of this paper is to evaluate the needs and threats that climate change may have for these physical assets, examine the current adaptation abilities that could respond to these threats and needs, and provide suggestions for strengthening adaptive capacity through public sphere investments in planning, physical, and human capital.
