PPBS AND THE NATIONAL GOVERNMENT: ALTERNATIVE APPROACHES

THERE ARE ALMOST AS MANY IDEAS AS TO WHAT THE PLANNING, PROGRAMMING, BUDGETING SYSTEM (PPBS) IS IN THE NATIONAL GOVERNMENT AS THERE ARE INDIVIDUALS WHO HAVE SUPPORTED OR OPPOSED ITS ADOPTION. THIS PAPER IS AN ATTEMPT TO ESTABLISH FOUR RELEVANT ALTERNATIVE APPROACHES AND TO SET FORTH SOME OF THE IMPLICATIONS OF THESE ALTERNATIVES WITH RESPECT TO THE DEGREE OF CENTRALIZATION OF DECISION MAKING AND THE ROLE OF THE BUREAU OF THE BUDGET (BOB). THE QUESTION RAISED BY DELINEATING DIFFERENT APPROACHES IS SIMPLY: WHAT APPROACH IS BEING FOLLOWED BY THE NATIONAL GOVERNMENT? THE CONCLUDING SECTION OF THIS PAPER SUGGESTS THAT THE ANSWER PROBABLY VARIES WITH THE INDIVIDUAL ASKED AND DEPENDS UPON SUCH FACTORS AS THE DISCIPLINE IN WHICH HE WAS TRAINED, THE LEVEL OF POSITION HE HOLDS, AND THE PARTICULAR PPBS MATERIAL HE HAS STUDIED. IMPLICATIONS AND POSSIBLE DANGER OF THE CURRENT SITUATION ARE POINTED OUT. /AUTHOR/
