The report summarizes the Oceanic Surveillance and Navigation Analysis performed, at or under the direction of, the Transportation Systems Center under PPA FA-204 for FY72. A methodology has been developed by Systems Control, Inc. for relating the safety (collision risk) of the North Atlantic organized Track System in the lateral dimension to the general characteristics of the on-board navigation system, the independent satellite surveillance system and the ATC procedures. The initiation of this effort by TSC was reported in TR DOT-TSC-FAA-71-13. The analysis and results are detailed herein. Extensions of this methodology to the latitude and vertical dimensions are also discussed and preliminary results are presented.
