Road User Charges: Current Practice and Perspectives in Central and Eastern Europe

A number of countries with transitional economies have experienced decreased financing for their road projects over the last 10 years. Many of these countries also have roads that need repair and maintenance, and they are in a quandary over how to raise the funds to pay for this. This paper discusses methods of road pricing that are practiced in Eastern and Central Europe, and the pros and cons of each method; and also presents a case study of the road user charges in Poland.
