CONSEQUENCES OF DISPLACEMENT BY RIGHT OF WAY TO 100 HOME OWNERS, DALLAS, TEXAS

STUDY WAS CONDUCTED TO LEARN THE EFFECT OF DISPLACEMENT UPON HOME OWNERS. ONE HUNDRED ONE OWNER-OCCUPIED PARCELS WERE CHOSEN AT RANDOM AND ANALYSIS WAS MADE USING THE GOVERNMENTALLY PROVIDED DATA AND PERSONAL INTERVIEW INFORMATION. THE VARIABLES INCLUDED: (1) ASSESSED VALUATION OF ORIGINAL AND REPLACEMENT PROPERTIES, (2) CHARACTERISTICS OF OWNERS, (3) HOUSEHOLDS, (4) DWELLING UNITS, (5) HOUSEHOLD SIZE, (6) COMPOSITION, (7) EMPLOYMENT, (8) INCOME AND NET WORTH, (9) OWNERSHIP STATUS, (10) STRUCTURE TYPE, (11) CONSTRUCTION, (12) SIZE, (13) METHOD OF HEATING, AND (14) OWNERS' RESPONSES AND ATTITUDES. IT WAS CONCLUDED THAT: (1) DISPLACED OWNERS UPGRADED THEIR HOUSING TO A CONSIDERABLE EXTENT AND THAT REPLACEMENT HOMES WERE GENERALLY NEWER AND OF HIGHER VALUE, (2) MOST FORMER OWNERS REBOUGHT AND IN DOING SO, THEY INCREASED THEIR MORTGAGE DEBT TO ABOUT TWICE THAT IT HAD BEEN, (3) AS A GROUP, OWNERS WERE ADEQUATLEY COMPENSATED, (4) ALTHOUGH MORE THAN HALF THOUGHT THEY HAD UPGRADED THEIR HOUSING, AN EVEN GREATER PROPORTION FOUND DISPLACEMENT HAD ADVERSELY AFFECTED THEM FINANCIALLY, AND (5) AS A GROUP, OWNERS FARED VERY WELL IN ADJUSTING TO RESETTLEMENT PROBLEMS. THERE WERE VERY FEW HARDSHIP CASES FROM THE STANDPOINT OF ECONOMIC LOSS. /WU/
