Main Port Ambitions Meet Environmental Restraints
Recognizing noise as a serious health hazard as opposed to a nuisance is a recent development and the health effects of hazardous noise exposure are considered to be an increasingly important public health problem in today’s environment. Schiphol’s development into a significant main port conflicts with the Amsterdam urban growth. Fulfilling its main port ambitions Schiphol airport was allowed to grow from 250,000 aircraft movements in 1990 to 600,000 in 2010. Amsterdam is the capital of the Netherlands, one of the world’s most densely populated countries. With respect to strengthening the main port function the government attached the condition that the aviation noise situation in 2003 compared to the one in 1990 needed to be improved. One option for improvement is insulating houses against noise that enters from outside. This paper explains the sound insulation scheme implemented around Schiphol Airport Amsterdam. Within areas delineated by noise level contours some 16,000 houses were identified and qualified for sound insulation. Sealing all cracks and seams as well as renewing glazing, ceilings and roofs were required. Being able to work within a two dB(A) margin, the effect of all provisions to be installed needs be precisely known and it will have to be calculated in the proper manner too. ARCADIS has developed calculation schedules for that purpose taking into account both the existing situation and all insulation and ventilation provisions. Total costs including engineering and management are presently estimated at approximately US$ 415 million. For ARCADIS the Schiphol sound insulation scheme is one of the biggest projects in the Netherlands. During a period of about seven years the ARCADIS staff effort has amounted to well over 350 man-years, and in the present peak period some hundred ARCADIS staff work on the project.
