THIS SERIES OF ARTICLES HAS BRIEFLY DEALT WITH A NUMBER OF ASPECTS CONCERNED WITH COMPARING THE VALUES OF ALTERNATIVE METHODS OF CARRYING OUT WORK. THE USE OF SUCH SYSTEMATIC ANALYSES SHOULD TAKE PLACE BEFORE DESIGNS ARE FINILIZED OR A COMMITMENT IS ACCEPTED, EVEN THOUGH INACCURACIES INVOLVED IN ESTIMATING PROCEDURES OFTEN WEIGH AGAINST THE ARGUMENT FOR A PROPER EVALUATION.
