HIGHWAY NEEDS COST ESTIMATES - A PANEL DISCUSSION

IN EXAMINING THE SUBJECT OF HIGHWAY NEEDS COST ESTIMATES IT IS NECESSARY TO ADJUST TO A COMMON UNDERSTANDING THAT A HIGHWAY NEEDS COST ESTIMATE IS CONSIDERED TO BE THE EXPECTED OUTLAY OR EXPENDITURE, DETERMINED IN ADVANCE WITH APPROXIMATE EXACTNESS, FOR A NEEDED HIGHWAY IMPROVEMENT OR PROJECT TO BE CONSTRUCTED IN THE FUTURE. IT MUST THEN BE RECOGNIZED THAT THE VALUE OF A HIGHWAY NEEDS COST ESTIMATE IS DEPENDENT ON THE QUALITY OF THE WORK PERFORMED IN ITS PREPARATION. THE QUALITY IS RELATED TO THE DEGREE OF DISCERNMENT OF THE PROBLEMS AND OBSTACLES CONNECTED WITH EACH PROJECT AND THE SKILL EXERCISED IN SOLVING THE PROBLEMS AND SURMOUNTING THE OBSTACLES. FROM HERE ON, THERE ARE SEVERAL DIFFERENT COURSES, ANY OF WHICH COULD BE PURSUED IN EXPANDING COMMENT ON THE SUBJECT. FOR EXAMPLE, ONE COULD START WITH A COMPLETED ESTIMATE AND TRACE IT BACK TO THE EARLY STAGES WHERE SERIOUS CONSIDERATION WAS FIRST BEING GIVEN TO A PROJECT. ALSO ATTENTION COULD BE CENTERED ON A TYPICAL ESTIMATE AND CERTAIN RELATED FACTORS DRAWN IN TO DEMONSTRATE THE EFFECT OR INFLUENCE EACH HAS UPON THE ESTIMATE. IN THIS DISCUSSION, HOWEVER, THE SUBJECT IS EXPLORED ONLY TO A LIMITED EXTENT BY CONSIDERING SOME OF THE PROBLEMS AND MATTERS AFFECTING THE PREPARATION, MAINTENANCE, AND USE OF HIGHWAY NEEDS COST ESTIMATES. /HRB/
