THE COST OF TOLLS

THE COST OF COLLECTING MOTORWAY TOLLS UNDER EXISTING TOLL SYSTEMS IS EXAMINED, AND AN ALTERNATIVE SYSTEM OF INDIRECT TAXATION PROPOSED. THIS WOULD CONSIST OF A SUPERTAX ON ALL TRAFFIC AND AN ADDITIONAL TAX ON PETROL, THE REVENUE FROM WHICH WOULD FORM A MOTORWAY FUND. THE SYSTEM WOULD NEED NO ON THE SPOT CONTROLS AND WOULD SPREAD COSTS OVER A WIDER SECTION OF THE WHOLE COMMUNITY, WHICH BENEFITS FROM THE EXISTENCE OF THE MOTORWAYS. THE ECONOMIC AND TECHNICAL MERITS OF SUCH A SCHEME, AS THEY WOULD APPLY TO ITALY, ARE DISCUSSED. /RRL/
