THE FINANCIAL POSITION OF THE STATES AND ABILITY TO MATCH FEDERAL FUNDS FOR A CONTINUING STATE-FEDERAL HIGHWAY PROGRAM

THE AASHO SUBCOMMITTEE ON HIGHWAY FINANCE DEVELOPED AND TRANSMITTED TO THE INDIVIDUAL STATES A COMPREHENSIVE FINANCIAL QUESTIONNAIRE DESIGNED TO ASSIST THE SUBCOMMITTEE IN DETERMINING THE FINANCIAL POSITIONS OF THE STATES IN THE FUTURE, WITH PARTICULAR EMPHASIS ON THEIR ABILITY TO MATCH FEDERAL FUNDS FOR A CONTINUING STATE-FEDERAL HIGHWAY PROGRAM. A COMPILATION OF THE RESPONSES TO THE QUESTIONNAIRE INDICATED THAT 14 STATES WOULD NOT BE ABLE TO MATCH THE FEDERAL-AID IN 1975 WITHOUT INCREASING THEIR STATE MATCHING FUNDS. SOURCES OF REVENUE AND BOND FINANCING ARE DISCUSSED.
