The chapter describes how the majority of the regions of the world opted to undertake United Nations Environment Program’s (UNEP’s) Regional Seas Model as the mechanism to implement coastal and ocean governance. It discusses the experiences of the Regional Program on Building Partnerships in Environmental Management of the Seas of East Asia (PEMSEA).
