THE JOINT USE CONCEPT-DISTRICT OF COLUMBIA EXPERIENCE

A BRIEF HISTORY IS PRESENTED OF THE JOINT USE CONCEPT OF AIR SPACE UTILIZATION. LEGISLATION NEEDED FOR UTILIZATION OF THE JOINT USE CONCEPT IN THE DISTRICT OF COLUMBIA IS DESCRIBED. IT WOULD AID THE DISTRICT IN OVERCOMING OBJECTIONS TO URBAN FREEWAY PROJECTS IN RESPECT TO: (1) DISPLACEMENT OF FAMILIES, (2) DISPLACEMENT OF BUSINESSES WITH THE ATTENDANT TAX LAW FOR THOSE THAT CANNOT BE RELOCATED AND, (3) AESTHETICS. A REVIEW IS PRESENTED OF JOINT USE PROJECTS THAT ARE PRESENTLY UNDERWAY IN THE DISTRICT. THESE PROJECTS ARE (1) 9TH STREET EXPRESSWAY UNDER THE GREAT MALL, (2) L'ENFANT PLAZA HOTEL, (3) INNER LOOP CENTER LEG JOINT USAGE ACROSS THE GREAT MALL DIRECTLY WEST OF THE CAPITOL, AND (4) AIR RIGHTS JOINT USE CONCEPT FOR A FULL BLOCK (7TH AND 8TH STREETS, S. E.) AREA UNDER THE SOUTHEAST FREEWAY. IN ADDITION TO THESE PROJECTS UNDER DESIGN OR CONSTRUCTION, THE DISTRICT HAS TWO IN THE PLANNING STAGE: (1) A GENERAL SERVICE PROJECT JUST NORTH OF SOUTH PORTION I-95 MALL TUNNEL, AND (2) A REPLACEMENT HOUSING PROJECT WHICH HAS BEEN COORDINATED WITH THE REDEVELOPMENT LAND AGENCY AND IS LOCATED AT THE UPPER END OF THE CENTER LEG, BETWEEN H AND K STREETS, N. W. IT IS CONCLUDED THAT FROM THE DISTRICT OF COLUMBIA'S EXPERIENCE, THE JOINT USE CONCEPT IS A TOOL WHICH COULD PROVIDE ADDITIONAL REVENUE, ADDITIONAL JOBS, AND PRACTICAL ANSWERS TO THE EVER PRESENT URBAN DISPLACEMENT PROBLEM.
