Improved Civil Security Through Efficient Exchange Of Information Between Main Stakeholders

This paper describes a pilot version of a "joint web application' to be used for information exchange and cooperation between the Traffic Management Centre, Emergency Rescue Services, the Police and the Emergency Call Centre” in Sweden. Started in 2005, the main purpose of the application is to handle incidents/accidents that affect the transportation situation in conurbation areas. The web application is intended to help the operational staff at the control centers at different stakeholders to obtain a common and joint overview of what is happening in the metropolitan area of, in first stage Stockholm. This common central information repository can reduce the number of phone calls and faxes in emergency situations, helping to maintain a focus on taking timely and appropriate responses to incidents. The authors outline some of the other benefits of the project: the web application provides a good overview of the situation when an accident occurs, as well as information about what is going to happen; the users have found that the web application is an effective tool and feel that they are better prepared to make timely decisions; cooperation between the parties improves efficiency; and all the parties involved have access to the same information at the same time. The authors make brief recommendations for the next steps to be undertaken in each of the components of this service.
