Rural Transit Emergency Planning Guidance

This document offers a synthesis of industry best-practices for rural transit emergency planning guidance. The material is presented in four sections: 1) Preparedness: identifying assets, assessing hazards and threats, training staff, and coordinating with other emergency response stakeholders; 2) Prevention: taking steps to eliminate and/or mitigate threats, instituting policies for reducing incident occurrence, and taking steps to reduce impact of incidents; 3) Response: reacting quickly to critical incidents; and, 4) Recover: resuming service delivery, repairing and replacing assets, and assessing incident response and making changes based on lessons learned.
