ADEQUACY AND PRIORITY RATINGS FOR RATIONAL HIGHWAY SYSTEM PLANNING

THE ROAD-ADEQUACY-AND-PRIORITY STUDY IS A RATIONAL APPROACH TO THE ENGINEERING AND ECONOMIC EVALUATION OF A HIGHWAY SYSTEM AND DEVELOPS DATA FOR FUTURE PLANNING AND PROGRAMMING OF IMPROVEMENTS BASED ON RELATIVE NEED AND ECONOMIC WARRANT. THE STUDY FIRST ENTAILS A COMPLETE PHYSICAL INVENTORY OF ROADS AND BRIDGES AND, AFTER COMPREHENSIVE TRAFFIC COUNTS, ASSIGNING AVERAGE DAILY TRAFFIC VOLUMES TO THE VARIOUS ROAD SECTIONS, FOLLOWED BY ADOPTION OF DESIGN STANDARDS FOR EACH GROUP. WITH THE DESIGN AND PHYSICAL DATA KNOWN, EACH ROAD SECTION IS BROKEN DOWN INTO ITS BASIC COMPONENTS: GEOMETRIC DESIGN, PHYSICAL DESIGN, SAFETY, AND SERVICE. EACH BASIC DESIGN COMPONENT IS FURTHER SEPARATED INTO CONSTITUENT ELEMENTS AND NUMERICAL RATINGS ASSIGNED TO EACH SO THAT THE SUM WOULD EQUAL 100 POINTS FOR A PERFECT ROAD SECTION. WITH SUCH A RATIONAL COMPARISON, WE HAVE ADEQUACY RATINGS WHICH CAN RANGE FROM 3 FOR WHOLLY INADEQUATE ROAD TO 100 FOR THE DESIGN SECTION. A METHOD OF SELECTIVITY BASED ON FACTUAL DATA MAKES FOR GOOD PUBLIC POLICY, FOR IT INSURES THAT A BETTER AND MORE PROFITABLE JOB WILL RESULT. THE RATING STUDY FORMALIZES THE ELEMENTS OF HIGHWAYS PLANNING AND BRIDGES THE GAP BETWEEN THE NEEDS WHICH AN ENGINEER KNOWS AND THE PUBLIC SUPPORT HE MUST HAVE, FOR IT SHOWS CONCLUSIVELY WHERE PUBLIC FUNDS CAN BE BEST SPENT.
