DEVELOPMENT OF OPERATING STANDARDS FOR MANAGEMENT OF COUNTY HIGHWAYS

THE PURPOSE OF THIS PAPER IS TO EXPLORE METHODS IN A PRELIMINARY WAY FOR DEVELOPING INFORMATION WHICH CAN BE USEFUL TO RESPONSIBLE OFFICIALS IN THE PROCESS OF POLICY FORMATION. IT IS PROPOSED, THEREFORE, TO EXAMINE SOME OF THE AVAILABLE DATA TO SEE WHAT, IF ANYTHING, EMERGES. MINNESOTA COUNTY HIGHWAYS OPERATIONS WILL BE USED FOR THIS PAPER. DATA CONCERNING THEM ARE AVAILABLE FROM FOUR SOURCES: (1) ANNUAL REPORTS OF THE MINNESOTA COUNTY HIGHWAY DEPARTMENTS; (2) COMPILATIONS OF DATA BY THE STATE HIGHWAY DEPARTMENT OF MINNESOTA; (3) REPORTS OF THE UNITED STATES BUREAU OF THE CENSUS; AND (4) DIRECT OBSERVATION OF MINNESOTA COUNTY HIGHWAY PRACTICES. THE ANNUAL REPORTS OF THE COUNTY HIGHWAY DEPARTMENTS OF MINNESOTA SUPPLY A CONSIDERABLE AMOUNT OF STATISTICAL INFORMATION. ROAD MILEAGE, EXPENDITURES FOR VARIOUS ITEMS INCURRED IN MAINTENANCE AND CONSTRUCTION COSTS, SUMMARY STATEMENTS OF RECEIPTS AND DISBURSEMENTS, AND RECORDS OF EQUIPMENT COSTS, ILLUSTRATE THE KIND OF DATA IN THE ANNUAL REPORTS OF EACH OF THESE COUNTIES. AN EXAMINATION OF THESE REPORTS SEEMS TO INDICATE THAT THE FORMS USED IN THE VARIOUS COUNTIES ARE SUFFICIENTLY SIMILAR TO PERMIT COMPARATIVE ANALYSIS. IN BRIEF, COLLECTIONS OF QUANTITATIVE DATA AND, TO A LARGE EXTENT ALSO OF QUALITATIVE DATA, ARE TO BE USED AS A BASIS FOR JUDGMENT, NOT AS A SUBSTITUTE FOR JUDGMENT. BY COLLECTING AND ANALYZING THIS KIND OF DATA, IT SEEMS PROBABLE THOSE COUNTIES WHICH DEVIATE FROM THE OTHERS CAN BE ISOLATED. THEN, THEIR ACTIVITIES CAN BE EXAMINED TO SEE WHAT MAKES THEM DIFFERENT. IF IT IS FOUND THAT THEY DIFFER BECAUSE OF WISE POLICIES WELL ADMINISTERED, SUCH CONCLUSIONS WILL BE THEN AVAILABLE TO THOSE WHO MAY WISH TO PROFIT FROM THEM. /AUTHOR/
