HIGHWAY ADMINISTRATIVE REORGANIZATION

THE WISCONSIN STATE HIGHWAY DEPARTMENT UNDERWENT A REORGANIZATION PROCESS, WHICH IS DEFINED AND PRESENTED IN THIS REPORT TO SERVE AS A GUIDE TO OTHER REORGANIZING STATE DEPARTMENTS. CO-OPERATION AND DISCUSSION BETWEEN THE GOVERNOR'S OFFICE, KEY REPRESENTATIVES OF THE LEGISLATURE, AND CIVIL SERVICE AGENCIES PRECEEDED ANY ACTION FROM THE DEPARTMENT. A COMPREHENSIVE RESEARCH STUDY OF THE ORGANIZATION AND ITS ADMINISTRATION WAS DONE TO PROVIDE PROPER GROUNDWORK FOR ACTION AND PROVIDE IRREFUTABLE FACTS ABOUT THE SHORTCOMINGS AND WEAKNESSES OF THE EXISTING ORGANIZATION. LONG RANGE AND FUNDAMENTAL PLANNING DEFINED SPECIFIC OBJECTIVES OF THE HIGHWAY DEPARTMENT AND IN THE PROCESS, FORMULATED BROAD POLICIES FOR THEIR ACHIEVEMENT. THIS ORGANIZATION PLANNING WAS THE MANAGEMENT'S PRINCIPAL WAY OF FACILITATING THE DIRECTION AND CONTROL OF THE ENTERPRISE WHICH INCLUDES THE PLANNING, ORGANIZATION, ADMINISTRATION, PERSONNEL, EMPLOYEE RELATION, MANAGEMENT IMPROVEMENT, AND COST. A FUNCTIONAL ORGANIZATION CHART SHOWING DIFFERENT GROUP RELATIONSHIPS AND A CLEAR-CUT PLAN OF REQUIREMENTS, LIMITATIONS AND RELATIONSHIPS OF EACH JOB IS PRESENTED TO FACILITE BETTER INTEGRATION OF MANAGEMENT.
