TRI-COUNTY HIGHWAY ADMINISTRATION STUDY

THERE IS NEED FOR THE STUDY OF COUNTY HIGHWAY ADMINISTRATION BECAUSE OF THE PRESENT LACK OF KNOWLEDGE. THOUGH THE MILEAGE OF COUNTY ROADS IS EXTENSIVE, THEY ARE OF GREAT POLITICAL IMPORTANCE. THREE COUNTIES FOR STUDY WERE CHOSEN IN THREE STATES IN ORDER THAT THEIR STRUCTURES AND PROCEDURES WOULD BE DIFFERENT BUT CLOSE TOGETHER GEOGRAPHICALLY SO THAT THERE WOULD BE A MINIMUM OF NON-ADMINISTRATIVE DIFFERENCES. STUDY PROCEDURES INVOLVED BOTH LIBRARY AND FIELD WORK. IT WAS FOUND THAT: (1) LEGAL AND ADMINISTRATIVE HISTORY OF HIGHWAY ORGANIZATION SHOULD BE DEVELOPED; (2) CONFUSED STATUTES RESULT IN CONFUSED ADMINISTRATION, PROFESSIONAL ENGINEERING SERVICE IS NEEDED IN THE ONE COUNTY WITHOUT IT; (3) PURCHASING PROCEDURES SHOULD BE STUDIED AS TO WAYS OF IMPROVING THEM; AND (4) CLASSIFICATION OF HIGHWAYS FOR SERVICE SHOULD BE STUDIED. SINCE HIGHWAY ADMINISTRATION IS CONCERNED WITH MEANS, COMPARATIVE AND NOT ABSOLUTE VALUES ARE INVOLVED.
